The Auckland Region encompasses the cities of Auckland, Manukau, North Shore and Waitakere and the districts of Franklin, Papakura and Rodney. 7 Mayors and 106 Councillors serve this region.


THESE POLICIES WERE IN PLACE PRIOR TO
ELECTIONS ON 9 OCTOBER 2004

AUCKLAND CITY
Population 391,000
Arts Policy - Auckland City Arts Agenda.
Auckland City also has a Public Artworks Policy, is developing an Arts Funding Policy and assists with the ArtWorks pilot developing an arts employment strategy.

2 full time arts planners and a full time assistant arts planner. 2 full time community arts co-ordinators. 2 full time staff employed at the Artstation ( community visual arts centre.) 5 additional staff are also involved, on a part time basis, in a managerial, administrative, or support capacity. The above does not include staff employed by Council at City facilities such as the Art Gallery. Major facility support is also given to The Edge, Motat and the Maritime Museum as well as additional events and arts infrastructure support.

MANUKAU CITY
Population
290,000.
Arts PolicyManukau City's Arts Strategy is currently under review, following the appointment of a full time Arts Planner as part of the Community Development Team.
Manukau contributes $2.7 million towards the arts annually, largely towards the staffing and operation of five arts centres, three administered directly by Council, two by independent operators.
Council directly operates the Otara Music Arts Centre, the Nathan Homestead in Manurewa, and the Mangere Arts Centre and Outreach Programme; the twenty staff are part of the Leisure Services Division. The three centres offer community based arts exhibitions, events, performances and classes.
Council is the major funder for two other arts centres; te tuhi- the mark, in Pakuranga, operated by the new Pakuranga Arts and Cultural Trust, and Uxbridge Centre, run by an incorporated society. Uxbridge offers a full programme of arts related events, te tuhi- the mark is Manukau City's flagship arts initiative; a professional art gallery which offers a programme of regional and national arts events, whilst maintaining a strong community base. It's first year of operation has seen 120,000 visitors, and a consistently high profile. This successful hybrid of Council funding in the hands of a committed and proficient local arts community, is the model for the proposed changes to the city's arts policy, via the Arts Position Paper.
The Paper calls for the establishment of the Manukau Arts Foundation, to service the proposed set of arts centres, and to offer arts promotion and arts/business advice to artists and performers in Manukau. The city hopes to strengthen and modernise it's arts commitment by this initiative.
MCC also funds an orchestra, a youth orchestra, a concert band, and a brass band, on an annual basis.

NORTH SHORE CITY
Population
192,000.
Arts Policy - North Shore City Arts Strategy
No designated Arts planner/advisor. The NSCC Community Advisor for Takapuna and Devonport takes on a part-time role as arts advisor for the Council and administrator of Creative Communities Funding.
Facility assistance, through grants, to Bruce Mason Centre, The Depot, Lake House Arts Centre, Mairangi Arts Centre, NorthArt Centre, The PumpHouse, The Rose Centre.
Assistance given to ArtFormz Festival, Shore Arts Forum and Westshore
Community Arts Council.

WAITAKERE CITY
Population
176,000.
Arts Policy - Existing Policy dated 1991. No longer relevant to current arts practice. New Strategy/Policy budgeted for in 2001-2002 Annual Plan.
1 full time arts planner/adviser. 1 full time community arts administrator. 5 part time staff whose work includes support responsibilities. Temporary staff are hired for specific arts projects, such as major events and media and promotional work. Facilities are directly assisted. Provide operating budgets for Lopdell Gallery (3 full time staff). Waitakere Arts and Cultural Development Trust ( 2 full time staff being appointed.)
